There were several important events in 1963. The METU Campus, which had been under construction for several years, was ready for initial settlement. With the significant increase in the student quota, the premises behind the Parliament Building became insufficient and a large number of instructors had to be recruited by the ELPD.

Some English instructors were reluctant to move to campus due to difficulties in transportation and conditions on campus, so they transferred to the Freshman Division and, thus, stayed downtown for some time to come. Ayten Bear was one such instructor. English Preparatory Year instruction started in temporary structures on campus in 1963 and the construction of the ELPD buildings continued with great speed.
